What every Australian SWMS must contain

A SWMS is required before any of the 18 categories of high-risk construction work start (model WHS regulation 291 and Schedule 3; Part 5.1 of the OHS Regulations 2017 in Victoria). Whatever template you use, it must:

  • Identify the high-risk construction work being done and the PCBU responsible.
  • Break the job into steps and state the hazards and risks at each step.
  • Describe the control measures using the hierarchy of controls, not just PPE.
  • Describe how the controls will be implemented, monitored and reviewed.
  • Be site-specific and developed in consultation with the workers doing the job.
  • Be signed by the crew and kept available on site until the work is finished.

We do not publish a blank Word file. A blank template is the slow part of the job, not the hard part. The examples on the trade pages show you exactly what a finished SWMS looks like so you can write your own, and the generator does the writing if you would rather not.

What does a SWMS legally have to include?

Under model WHS regulation 299 a SWMS must identify the high-risk construction work, state the hazards and risks, describe the control measures, and describe how those controls will be implemented, monitored and reviewed. It must be site-specific and developed in consultation with the workers doing the job. Victoria has equivalent requirements under the OHS Regulations 2017.
