JSEA template: Job Safety and Environmental Analysis
If you searched for a JSEA template, you are in the right family. A JSEA is a job-step risk document — hazards, controls, who is responsible — the same idea as a JSA, sometimes with environment written in. On high-risk construction work in Western Australia you still need a SWMS (or equivalent) before work starts.
JSEA, JSA and SWMS are the same paperwork family — with one legal line
Western Australian sites, miners and many principals say JSEA — Job Safety and Environmental Analysis. The table looks like a JSA: break the job into steps, write the hazards, write the controls, score the risk, sign on. Environment (spills, waste, stormwater) is often an extra column or a few extra lines, not a different statute.
A JSA template is the document to generate when the work is not high-risk construction work. A SWMS template is what WA WHS still requires before HRCW starts — even if the gate asked for “your JSEA”.
On HRCW in WA, a JSEA does not replace a SWMS
Work Health and Safety Act and Regulations (WA) still treat high-risk construction work as needing a Safe Work Method Statement before work starts. Fall greater than 2 m, work on or near energised electrical installations, demolition of a load-bearing element, asbestos, confined space, trench or shaft deeper than 1.5 m — that list is on the HRCW checklist. Naming the PDF “JSEA” does not change the category.
If a principal wants a JSEA and a SWMS, that is two documents. It is not permission to skip the SWMS. More on SWMS vs JSA.
What goes in a JSEA
There is no prescribed JSEA format. In typical practice, a JSEA has these columns or sections:
- Job steps: the task broken into the order it is done.
- Hazards and environmental aspects: safety hazards plus spills, dust, noise and waste.
- Risk rating: often a 5×5 matrix, before and after controls.
- Controls: what will be done to remove or reduce each hazard or impact.
- Responsible person: who makes sure each control happens.
- Crew sign-off: the workers doing the job read and sign it.
This is common site practice, not a legal requirement for a document called a JSEA.
JSEA example: pressure-washing a concrete slab
A short sample for pressure-washing a ground-level slab before sealing. It is an illustration only; adapt it to your site and review it with your crew.
| Step | Hazard | Environmental aspect | Control |
|---|---|---|---|
| 1. Set up the work area | Trips over hoses and leads; public walking through | None significant | Barricade the area, route hoses away from walkways, signage up |
| 2. Connect the pressure washer | Electric shock from lead or outlet | Fuel or oil leak from a petrol unit | RCD-protected outlet, inspect leads; refuel on a drip tray away from drains |
| 3. Wash the slab | High-pressure injection, flying debris, noise | Dirty water and slurry entering stormwater | Face shield, boots, hearing protection; drain covers and a sediment barrier in place |
| 4. Collect wash water and debris | Manual handling, slips on wet surfaces | Waste water and sediment | Wet-vac or bund the runoff, dispose of waste as the site requires |
| 5. Pack up and inspect | Strain lifting the unit | Residue left at drains | Two-person lift or trolley; remove drain covers once clean and check nothing has escaped |
JSEA vs JSA vs SWMS
- JSEA: a job-step risk document with environmental aspects added. Often a site rule in WA and on mine sites.
- JSA: the same job-step format without the environmental focus. See the JSA template.
- SWMS: the document the WHS laws require before high-risk construction work. In WA that is the Work Health and Safety (General) Regulations 2022, and a JSEA does not replace it. See the SWMS template and SWMS and JSA compared.

Frequently asked questions
What is a JSEA template?
JSEA stands for Job Safety and Environmental Analysis. In Western Australia (and on many sites elsewhere) it is the name people use for a job-step risk document — the same family as a JSA. Steps, hazards, controls, a responsible person, often a 5×5. It is not a different legal species.
Is a JSEA the same as a JSA or a SWMS?
A JSEA sits with the JSA family: a written job-step risk assessment, sometimes with environment tacked on. A SWMS is the document the WHS laws name for high-risk construction work. Calling a live-roof job a JSEA does not make the SWMS optional in WA.
Do I still need a SWMS for high-risk work in WA?
Yes. On HRCW in Western Australia you still need a SWMS (or equivalent) before work starts. A JSEA is not a legal substitute for that. Fall greater than 2 m, energised electrical, demolition, asbestos, confined space, trench deeper than 1.5 m — SWMS.
Is the JSEA template free?
The example and explainer on this page are free. Creating an account and AI drafting are free with no card; Pro is $20 AUD/month or $200 AUD/year for unlimited PDF downloads. There is no separate Word mill of JSEA files — the generator writes the job-step document; you pick JSA or SWMS to match the risk.
Is a JSEA a legal requirement in WA?
No regulation requires a document called a JSEA. The WA WHS laws require you to manage risks, and the Work Health and Safety (General) Regulations 2022 require a SWMS for high-risk construction work. Many principal contractors and mine sites require JSEAs as a site rule, so you may still be asked for one at the gate.
What is the difference between a JSEA and a JSA?
The E. A JSEA adds environmental aspects, such as spills, dust, noise, waste and stormwater, to the job steps, hazards and controls you would write in a JSA. The structure is otherwise the same.
Does a JSEA work outside WA?
Other states usually say JSA or SWMS. The content is the same family. Pick the state when you generate so the citations match — WHS in WA, NSW and QLD; OHS Act 2004 and OHS Regulations 2017 in Victoria.
Check the official guidance
A SWMS sets out the high-risk construction activities, their hazards and the controls to use. Prepare it before the work starts, adapt it to the site and review it when the work or controls change. Consult the people doing the work. An AI draft or example needs review before use.
