SWMS software and apps in Australia compared

Last checked: 20 October 2026

There is no single "best" SWMS app. A sole trader who needs one site-specific SWMS before Monday has different needs from a principal contractor collecting SWMS from 40 subcontractors. This page compares the SWMS software Australian trades most often shortlist, using each vendor's own website as at October 2026, so you can pick the right type of tool.

Disclosure: this page is published by SWMS by Policy System, which is one of the products compared. We've kept to facts the vendors publish. Prices change, so check each vendor's site before you buy, and tell us at support@policysystem.com.au if anything here is out of date.

The short answer

  • Sole trader or small crew who just needs the document: an AI SWMS generator or a template. See AI SWMS generators compared.
  • Trade business that wants a full safety system and phone advice: HazardCo is built for this.
  • Builder or principal contractor managing subcontractors, inductions and sign-ons: a site platform such as BuildPass, HammerTech, Breadcrumb or Sitemate Dashpivot.
  • Happy to fill it in yourself: a free regulator template or a paid Word template. See SWMS templates vs software.

SWMS by Policy System (this site)

Built for sole traders and small crews who need a site-specific SWMS or JSA quickly without a big system. You describe the job and pick your state; the AI drafts job steps, hazards, controls, a 5×5 risk rating before and after controls, PPE, plant and legislation references in about three minutes. You review and edit it, then download a branded PDF with your business details and a sign-on register.

  • Pricing: drafting is free. One plan, $20 AUD a month or $200 a year, unlocks unlimited PDF downloads. No per-user fees.
  • Good fit if: you want a quick, editable, site-specific draft for each job and a flat monthly price.
  • Not the right fit if: you need subcontractor management, inductions, QR crew sign-on, phone safety advice or a Word file. Look at the platforms below instead.

HazardCo

A guided health and safety system for Australian trade businesses and home builders, with an app, 25 easy-to-edit SWMS templates, incident reporting and phone advice from H&S specialists. Trade plans start at A$119 a month + GST on a 12-month term for up to 9 team members (Professional is A$199 + GST for up to 19). Builder plans start at A$219 a month + GST with three projects a year. HazardCo says it usually suits trade businesses with three or more employees, though sole traders use it too. Its templates and advice are written and verified by people rather than generated by AI. Good fit if you want a full safety system plus someone to call.

BuildPass

A construction platform for builders. SWMS, inductions, sign-ons, site diaries, checklists, insurances and tickets are included on every Build plan (Lite, Standard and Pro), with unlimited projects, workers and subcontractors. BuildPass doesn't publish prices; it quotes based on the plan and number of admin users. Good fit if you run sites and need subcontractors' SWMS and sign-ons in one place.

HammerTech

A construction safety platform for medium and large contractors, with SWMS submission, review and sign-off alongside inductions and permits. Pricing is tailored; HammerTech says it's free for subcontractors, so you may already have access if a head contractor uses it.

Breadcrumb (1Breadcrumb)

A safety and compliance platform for general contractors: live SWMS tracking, inductions, attendance, permits and SDS. Breadcrumb quotes per company rather than per user.

Sitemate Dashpivot

A configurable forms platform used across civil and infrastructure. You build SWMS as templates; front-line workers sign through the free Sitemate app. Paid licences are per Contributor per month.

Mitti (formerly SafetyCulture)

SafetyCulture became Mitti in August 2026. It's a broad inspections and operations platform with a free plan for small teams and per-seat paid plans. You can build SWMS-style forms from templates, but it isn't a dedicated SWMS generator.

SiteDocs

Safety management software for field forms, JSEAs and signatures. Pricing is quoted to your company size.

SafetyDocs by SafetyCulture

Pre-written SWMS templates in editable Word format, $89.95 each, with trade packs available and logo branding for $14.95 per cart. A good option if you prefer a document written by a safety writer and are happy to tailor it to the site yourself.

What to check before you choose

  1. Does it make the SWMS site-specific? A SWMS must take into account the circumstances at the workplace. See what a SWMS must include.
  2. Does it cover your state? Victoria uses its own OHS Regulations. See SWMS requirements by state.
  3. What do you actually pay per year? Compare monthly vs annual terms, per-user fees and per-document charges.
  4. How do workers sign on? In the PDF, by QR code, or in an app.
  5. Can you get your documents out if you cancel?
  6. Who reviews it? Any tool, AI or template only gives you a draft. You're responsible for checking it against the job and consulting your workers.

Frequently asked questions

What is the best SWMS app in Australia?

It depends on the job. Sole traders and small crews usually want a quick generator or template, such as SWMS by Policy System, OneClickSWMS or SWMS Generator. Trade businesses wanting a full safety system and phone advice often look at HazardCo. Builders managing subcontractors look at platforms like BuildPass, HammerTech, Breadcrumb or Sitemate Dashpivot.

How much does SWMS software cost in Australia?

As of October 2026, prices range from free regulator templates, to about $29–$89.95 for a single generated or pre-written SWMS, to $20 a month for unlimited PDFs with SWMS by Policy System, to A$119+ a month for HazardCo's trade plans. Site platforms such as BuildPass, HammerTech and Breadcrumb quote on request.

Is there free SWMS software?

Regulators publish free SWMS templates and Safe Work Australia has an interactive SWMS tool. Some apps let you draft free: with SWMS by Policy System you can create an account and draft with AI free, and the PDF download is $20 a month. Blue Safe offers one free AI SWMS per email address.

Does a SWMS app make my SWMS compliant?

No. Software helps you prepare the document. You must still check it fits the actual work and site, consult your workers and make sure the controls are used.

Can I use an AI-generated SWMS?

Yes, as a draft. Review every step, hazard and control for the site and your state before work starts.

Check the official guidance

A SWMS sets out the high-risk construction activities, their hazards and the controls to use. Prepare it before the work starts, adapt it to the site and review it when the work or controls change. Consult the people doing the work. An AI draft or example needs review before use.

Model WHS guidance and Victorian requirements differ. Check the rules that apply to your workplace.
