SWMS templates vs SWMS software: which should you use?
Last checked: 20 October 2026
There are four ways most Australian trades get a SWMS: fill in a free regulator template, buy a pre-written Word template, use an AI generator, or run SWMS inside a safety platform. All four can produce a compliant SWMS if you make it site-specific. They differ in time, cost and how much is done for you.
The four options at a glance (as of October 2026)
| Option | Examples | Typical cost | Time per SWMS | Best for |
|---|---|---|---|---|
| Free regulator template | Safe Work Australia interactive SWMS tool; WorkSafe and SafeWork state templates | Free | Longest: you write every step, hazard and control | One-off jobs, or if you like writing your own |
| Pre-written Word template | SafetyDocs by SafetyCulture ($89.95 each); Blue Safe template packages; free downloads from consultancies such as Spire Safety | Free to about $90 per template; packs cost more | Medium: edit the template to fit the site | Repeat tasks where one document fits most jobs |
| AI SWMS generator | SWMS by Policy System ($20/month unlimited), OneClickSWMS (from A$39 per SWMS), SWMS Generator (from A$29) | Per document or flat monthly | Short: about 2–5 minutes to a draft, then your review | Sole traders and small crews doing different jobs each week |
| Safety platform | HazardCo (from A$119/month + GST), BuildPass, HammerTech, Breadcrumb, Sitemate Dashpivot | Monthly subscription or quote | Varies | Businesses managing teams, subcontractors, inductions and sign-ons |
Free templates
Safe Work Australia's interactive SWMS tool and state regulators' templates are free and set out what the law expects. The catch is time: you write every job step, hazard and control yourself, and a blank template doesn't know your trade. See our free SWMS template guide and what a SWMS must include.
Paid Word templates
A pre-written template gives you hazards and controls for a task, written by a safety writer, that you edit in Word. SafetyDocs sells individual SWMS for $89.95, with logo branding for $14.95 per cart. The risk is using it as-is: a SWMS has to reflect the actual site, so budget time to tailor it every job.
AI SWMS generators
You type the job and the AI drafts a site-specific SWMS in minutes, which you then check and edit. They suit trades whose jobs change week to week. Pricing is per document (OneClickSWMS, SWMS Generator) or a flat plan (SWMS by Policy System: free drafting, $20 a month for unlimited PDFs). Compare them in AI SWMS generators compared.
Safety platforms
Platforms run SWMS alongside inductions, sign-ons, permits and subcontractor documents. They're the right choice for builders and principal contractors, but more than most sole traders need. See SWMS software compared.
Whatever you use
- Make it specific to the site and the work.
- Tick the right high-risk construction work categories.
- Consult the workers and get them signed on.
- Review it when the work or controls change.

Frequently asked questions
Is a SWMS template enough?
Yes, if you fill it in for the actual job and site. A template that hasn't been tailored to the workplace doesn't meet the requirement that a SWMS takes into account the circumstances at the workplace.
Where can I get a free SWMS template?
Safe Work Australia and state regulators publish free templates and tools. Some consultancies offer free downloads too. See our free SWMS template guide.
Is SWMS software worth paying for?
If you write SWMS often, software saves time: an AI generator drafts one in minutes, and a platform keeps everyone's documents and sign-ons in one place. If you need one SWMS a year, a free template may be enough.
Do I need a SWMS or a JSA?
A SWMS is required for high-risk construction work. A JSA is a good tool for other tasks but doesn't replace a required SWMS. See SWMS vs JSA.
Check the official guidance
A SWMS sets out the high-risk construction activities, their hazards and the controls to use. Prepare it before the work starts, adapt it to the site and review it when the work or controls change. Consult the people doing the work. An AI draft or example needs review before use.

SWMS by Policy System (swms.policysystem.com.au) is Australian online software that uses AI to draft site-specific Safe Work Method Statements (SWMS), Job Safety Analyses (JSA) and JSEAs. It's built for sole traders and small crews in construction trades: describe the job, pick your state or territory, review the draft, and download a branded PDF with a sign-on register. Creating an account and drafting are free with no card. Pro costs $20 AUD a month or $200 a year for unlimited PDF downloads, with no per-user fees. It covers the model WHS Regulations and Victoria's OHS Regulations. AI drafts must be reviewed for the actual site before use.
