When a carpentry or formwork SWMS is the right document

HRCW categories that carpenters hit most: risk of a fall greater than 2 m; structural alterations or repairs that require temporary support to prevent collapse; work in an area with movement of powered mobile plant; and tilt-up or precast when panels are braced to your frame. Model WHS regulation 291 and Schedule 3, or Part 5.1 of the Victorian OHS Regulations.

  • Suspended slab formwork: decks, edge forms, propping, and stripping.
  • Wall frames and roof framing on a first floor or over a void.
  • Truss installation with a crane or hand-stood from the top plate.
  • Falsework and propping for beams or structural alterations in renovations.

Ground-floor cabinetry and fit-out belong on the joinery JSA. The moment the work moves above 2 m or the frame needs temporary support, it comes back here.

3. Check the deck before the steel fixers and concreters load it

  • Formwork certificate signed before any load goes on; reo stacked over bearers only

4. Strip formwork after the engineer's release

  • Collapse of props or falling ply while stripping
  • Fall from the ground through the gap where the deck is coming down
  • Nails and offcuts underfoot
  • Strip only after written release; back-props left in per the drawing; strip in sequence, never from under the load
  • Exclusion zone under the stripping face; nobody works directly beneath falling material
  • Denail and stack as you go; barrow offcuts out each break

Frequently asked questions

Do carpenters need a SWMS in Australia?

Whenever the work is high-risk construction work. For carpenters that is mostly falls greater than 2 m (first-floor framing, roof framing, formwork decks), structural alterations that need temporary support (falsework, propping), and working near powered mobile plant or a crane on the same slab. Ground-floor skirting and architraves are a JSA, not a SWMS.

Does formwork always need a SWMS?

Suspended formwork does. A deck for a suspended slab is temporary structure, the fall from the deck edge is almost always over 2 m, and stripping is the point where collapse and falling material happen. Ground-level edge boards for a house slab, with no plant in the area, can be a JSA.

What about nail guns?

Nail guns are the most common cause of serious carpentry injuries and belong in every framing SWMS. Sequential-trip guns rather than contact-trip where practicable, no bump firing, glasses and hearing protection, hose or battery disconnected before clearing a jam, and the gun never pointed at anyone even when 'empty'.

Is this SWMS valid in NSW, VIC, QLD and WA?

The generator cites the WHS Act and Regulations for NSW, QLD, WA and the other model-WHS states. Victoria uses the OHS Act 2004 and OHS Regulations 2017, which name the same fall and temporary-support categories. Pick the state when you generate.

Can I use one SWMS for framing and formwork?

Only if it genuinely covers both tasks step by step. A SWMS that says 'carpentry works' and lists twelve hazards is not site-specific. The generator writes one document per job; duplicate it and change the steps when the next job is different.
