Asbestos SWMS template Australia

Work that is likely to disturb asbestos-containing material is high-risk construction work. A licensed removal job and an unexpected find are not the same sequence — but both need a SWMS, and neither is a JSA with “asbestos” written in the header.

Licensed removal vs unexpected find

HRCW: work likely to involve disturbing asbestos. A planned Class B strip of vinyl and cement sheet is one job. An unexpected fibro soffit in a demolition sequence is another — you stop the demo SWMS and treat ACM as the primary hazard.

  • Planned removal: this SWMS, the right licence, enclosure / wet methods as required, waste tracked.
  • Unexpected find: stop, isolate, don’t keep stripping, get it identified, then a new SWMS.
  • Not ACM after testing: you may return to the original document — don’t assume, test.

Filled example: amenities block, Ipswich QLD

1970s school amenities. Licensed non-friable removal of vinyl floor and cement-sheet splashback over the holidays. Occupied campus next term — clearance before handover. Not a home DIY garage, not friable lagging.

Example layout, not a licence. Residual risk should not be scored Low just because the vinyl “looks bonded”. Unexpected find on another trade’s job: stop — don’t keep using a demolition SWMS.

StepHazardsControls5×5 risk
1. Confirm ACM, notify, set the work area and hygiene
Responsible: Licensed supervisor
  • Unconfirmed material treated as non-ACM
  • Students or cleaners walking in during holidays
  • Cross-contamination out of the amenities
  • Current register and identification; don’t start on a guess
  • Lock the block; signage; school facilities briefed
  • Decon area, waste bags, no food in the bay
InitialL3×C5 = 15 High
ResidualL2×C4 = 8 Medium
2. Wet-remove vinyl and cement sheet
Responsible: Licensed removalist
  • Fibre release from dry-scraping or snapping sheets
  • Inhalation without effective RPE
  • Cuts from broken cement sheet
  • Wet methods; don’t dry-sand; don’t snap sheets to “make them fit the bag”
  • RPE as the plan; fit-check; no beards that break the seal
  • Whole sheets into labelled bags; gloves
InitialL4×C5 = 20 Critical
ResidualL2×C5 = 10 High
3. Bag, wrap, labelled skip, clean the bay
Responsible: Licensed removalist
  • Open bags in the car park
  • Tracking fibres on boots
  • Skip mixed with general demo waste
  • Double-bag / wrap as required; labelled ACM waste only
  • Decon boots and coveralls before leaving the area
  • Licensed waste facility; docket kept with the SWMS
InitialL3×C4 = 12 High
ResidualL2×C3 = 6 Medium
4. Visual inspection / clearance before the school takes the block back
Responsible: Supervisor / independent examiner as required
  • Handover while residue is still on the floor
  • Other trades entering too early
  • Don’t hand over on a “looks fine”; follow the clearance path required for this job
  • Keep the lock on until the document is signed
InitialL3×C4 = 12 High
ResidualL1×C4 = 4 Low

Frequently asked questions

When do I need an asbestos SWMS template?

When the construction work is likely to involve disturbing asbestos. That is HRCW. Friable vs non-friable, and Class A vs Class B licences, still sit on top of the SWMS — the document does not replace the licence.

Can I download a free asbestos SWMS?

Creating an account is free and needs no card; creating and editing your own site-specific draft is free too. The $20/month subscription is only needed to download the PDF. The example is a planned non-friable removal in a school amenities block, not a licence and not a clearance certificate.

What if we find ACM we didn’t plan for?

Stop, isolate the area, keep people out, tell the PCBU. Don’t keep demolishing on a demolition SWMS. Replan with this document and the right licence. Unlicensed “bag it and hope” is not a control.

Does this cover NSW, VIC, QLD and WA?

Citations follow WHS or Victoria’s OHS Act 2004 / OHS Regulations 2017. Each state still has its own asbestos licensing and notification rules — the generator does not issue a licence.

Check the official guidance

A SWMS sets out the high-risk construction activities, their hazards and the controls to use. Prepare it before the work starts, adapt it to the site and review it when the work or controls change. Consult the people doing the work. An AI draft or example needs review before use.

Model WHS guidance and Victorian requirements differ. Check the rules that apply to your workplace.
