Flooring is a trade that works around other people: after-hours in an office, in a hospital corridor, in a shop that opens at nine. The hazards are adhesives, knives, knees and whatever is under the old floor. A flooring JSA should read like the actual job, including the part where the tenant's staff walk through. When a flooring JSA is the right document

Commercial and residential floor covering installation in finished buildings is not a Schedule 3 category. A JSA covers carpet, carpet tile, vinyl, LVT, timber and floor preparation where no HRCW trigger applies.

  • Carpet tile and broadloom replacement in occupied offices, schools and aged care.
  • Sheet vinyl and LVT in wet areas, corridors and retail.
  • Light floor preparation: adhesive scraping, feather-finish levelling, small grinding areas with extraction.
  • Entrance matting, stair nosings and trims.

Filled example: weekend carpet tile replacement in an occupied office, Docklands VIC

Lifting and replacing 640 m² of carpet tile on one floor of a tenanted office tower over a Saturday and Sunday, with workstations lifted and reset by the same crew. Building completed in 2008, so asbestos is not in play, but the building's contractor induction and after-hours access rules are. Different job from the wet-area tiling on the tiling JSA page.

What the generator changes for flooring

Tell it the product, area, floor prep method, building age and whether the space is occupied. It writes the adhesive, dust, manual handling and after-hours steps with realistic scores and the right legislative references, and it flags the asbestos stop point for pre-1990 buildings. If the job is on a live construction site with plant, it points you to the SWMS instead.

Frequently asked questions

Do flooring installers need a SWMS or a JSA?

Flooring in a finished or occupied building is usually not high-risk construction work, so a JSA is the right document. It becomes a SWMS when the job triggers a Schedule 3 category: grinding a slab where it counts as high-risk crystalline silica processing, disturbing asbestos-backed vinyl, or working on a construction site where powered mobile plant is moving. Many facility managers ask for a SWMS anyway; the generator can produce either.

What about asbestos in old vinyl flooring?

Vinyl sheet with a paper backing and some vinyl tiles installed before 1990 can contain asbestos, as can the black adhesive under them. The JSA should include a stop point: if the building is pre-1990 and there is no clearance in the asbestos register, treat the old floor as suspect, stop, and get it tested. Removal is then licensed work under an asbestos SWMS.

How do I handle adhesive fumes in an occupied office?

Use low-VOC adhesives where the specification allows, ventilate the floor mechanically, schedule adhesive work after hours, and keep the SDS on site. Solvent-based adhesives near ignition sources or in enclosed rooms need a stronger control, and the JSA should say which product is being used.

Is floor grinding a silica issue?

Yes. Grinding concrete to remove old adhesive or level a slab is processing a crystalline silica substance. Use a grinder with a shrouded head and H-class vacuum, a P2 respirator, and check whether the extent of grinding makes it high-risk processing that needs a silica risk control plan. For a few square metres of prep with extraction, a JSA can carry the control.

Is this JSA valid in NSW, VIC, QLD and WA?

A JSA is a risk assessment format, not a legislated form, so it is accepted anywhere. The generator references the WHS Act and Regulations for the model-WHS states and the OHS Act 2004 and Regulations 2017 for Victoria.
