Cleaning contracts ask for a 'SWMS' more than almost any other non-construction trade, and what they actually need is a good JSA: which chemicals, which machines, what happens when a cleaner is alone on level six at 9 pm. This page shows what a cleaning JSA should contain.
When a cleaning JSA is the right document
Commercial, office, school, medical and retail cleaning in finished buildings is not construction work. A JSA is the correct risk assessment, and it is what a competent client should accept in a tender or contractor induction.
- Routine office, school and retail cleaning, including after hours.
- Periodic work: strip and seal, carpet extraction, high dusting from a platform under 2 m.
- Washroom and kitchen sanitising with hazardous chemicals.
- Waste handling, including sharps and clinical waste where present.
Builders' cleans on an active site with plant moving, or any cleaning that puts a person over 2 m, moves toward a SWMS. See SWMS vs JSA for the line.
Filled example: nightly office clean, Macquarie Park NSW
Two-level commercial office, 1,800 m², cleaned by two cleaners between 6 pm and 10 pm, one per level. Vacuuming, bins, kitchens, four washrooms, and a monthly hard-floor scrub. Different job from the weekend carpet replacement on the flooring JSA page, in a similar building.

What the generator changes for cleaning
Tell it the site type, hours, whether cleaners work alone, the chemicals and machines, and the state. It writes the SDS, dilution, lone-worker and waste steps with realistic scores and the right legislative references. If the client insists on the word SWMS on the cover, the generator can title it that way while keeping the content honest.
Frequently asked questions
Do cleaners need a SWMS or a JSA?
A JSA. Cleaning a finished building is not construction work, so the legal SWMS requirement for high-risk construction work does not apply. Clients often ask for a 'SWMS' as a habit; a JSA that names the chemicals, machines and lone-work controls will satisfy the same tender box. Builders' cleans on a live construction site with plant moving are the exception and may need a SWMS.
What does a cleaning JSA say about chemicals?
Name each product, keep its safety data sheet on site, and state the control: dilution as labelled, gloves and glasses, never mixing chlorine bleach with acids or ammonia, ventilating toilets while descaling, and where the eyewash is. 'Use chemicals safely' is not a control.
How do I cover working alone after hours?
Lone work is a hazard in its own right. Realistic controls: a check-in schedule by phone or app, a duress function on the phone, building security aware of the cleaner's location, a first aid kit on the trolley, and a rule that high-risk tasks (ladders, unfamiliar machinery) are not done alone.
Is this JSA valid in NSW, VIC, QLD and WA?
Yes. A JSA is a risk assessment format rather than a legislated form. The generator references the WHS Act and Regulations for NSW, QLD, WA and the other model-WHS states, and the OHS Act 2004 and Regulations 2017 for Victoria, plus the hazardous chemicals rules that apply to cleaning products.
What about high-rise window cleaning or working at heights?
Rope access and elevated work platforms are outside a standard cleaning JSA. Rope access follows the industrial rope access code and its own systems; EWP work needs the licence and a specific risk assessment. Internal work from a step platform under 2 m fits in the cleaning JSA.
