Painting JSA template Australia

Ground-floor interior painting from a platform under 2 metres is not high-risk construction work. A Job Safety Analysis is the right written assessment — solvents, dust, other trades, not a fall from the eave. The moment this job becomes first-floor eaves or a roof, stop using a JSA as the legal document.

When a painting JSA is enough

Not HRCW: ground-floor walls and ceilings from a platform under 2 m. Hazards are real — silica from compound, solvent enamel, other trades — check whether a high-risk construction work category applies to the actual task.

This is not the occupied Hawthorn terrace on the filled JSA example page. That job has possible lead on original plaster. This one is a new townhouse in Coomera, still curing compound, tilers in the wet areas next door.

First-floor eaves, a void, or a roof: working at heights SWMS. A JSA is not a legal substitute.

Exterior or stairwell painting with a fall risk over 2 m, from scaffold, an EWP or ladders, needs the painting SWMS instead of this JSA.

Filled example: new-build interiors, Coomera QLD

Open-plan living and hallway, ground floor only. First coat on new plasterboard. Water-based walls, no solvent enamel on this visit. Platform under 2 m. Other trades still in the dwelling.

Job / task
First coat — ground-floor living and hallway, new plasterboard
Site
New townhouse, Coomera QLD 4209
Document
JSA · not HRCW · example only
PPE
Hi-vis, steel-caps, glasses, P2 when sanding, hearing protection on the sander

Example layout — not a copy-paste legal document. Occupied lead terraces are a different JSA (see the Hawthorn blog example). Eaves over 2 m need a heights SWMS, not this JSA.

StepHazardsControls5×5 risk
1. Sign in with the builder, mask new plaster, keep a clear path for other trades
Responsible: Leading hand
  • Tilers and cabinetmakers using the same hallway
  • Slips on plastic and curing compound dust
  • Uncapped services still being fitted in the kitchen
  • Toolbox with the leading hand next door; don’t block the wet-area access
  • Tape drop sheets at the edges; vacuum, don’t dry-sweep compound dust
  • Stay out of rooms with open electrical or plumbing until they’re closed
InitialL3×C3 = 9 Medium
ResidualL2×C2 = 4 Low
2. Spot-fill and sand walls and ceiling from the floor and a platform under 2 m
Responsible: Painter
  • Inhalable plaster / silica-containing compound dust
  • Noise and vibration from the sander
  • Overreaching from a makeshift stool
  • On-tool extraction; P2; no dry sanding without extraction in a closed room
  • Hearing protection while the sander is running
  • Stable platform with lockable wheels — not a bucket or the stair stringer
InitialL4×C3 = 12 High
ResidualL2×C3 = 6 Medium
3. Cut in ceilings and corners, then roll walls (water-based)
Responsible: Painter
  • Neck and shoulder strain on new high ceilings still under 2 m working height
  • Paint in the eyes
  • If someone “just nips up” a ladder onto the void — fall greater than 2 m
  • Short bursts on overhead cutting-in; swap tasks
  • Glasses; lids on tins
  • If the void or stair needs a working height with a fall over 2 m, stop — that is a heights SWMS, not this JSA
InitialL3×C3 = 9 Medium
ResidualL2×C2 = 4 Low
4. Clear the rooms for the tiler tomorrow; wash up water-based gear
Responsible: All workers
  • Trips on drop sheets and leftover tins
  • Wet paint on traffic paths
  • Manual handling of leftover drums to the van
  • Coil sheets as you go; stack tins against the wall, not in the doorway
  • Tape a wet-paint warning on the living entry
  • Two-person lift for full drums; park close to the garage
InitialL3×C2 = 6 Medium
ResidualL1×C2 = 2 Low

Frequently asked questions

Do I need a painting JSA template in Australia?

For ground-floor interiors under 2 m, a JSA is the usual written risk assessment principals ask for. It is not legally prescribed the way a SWMS is. First-floor eaves, a stair void, or any fall greater than 2 m needs a SWMS instead.

Is there a free painting JSA download?

Creating an account is free and needs no card; creating and editing your own site-specific draft is free too. The $20/month subscription is only needed to download the PDF. This Coomera new-build example is a layout. Don’t sign it for a lead terrace in Melbourne.

Do painters need a SWMS or a JSA?

Under 2 m on the ground floor: JSA. Fall greater than 2 m (eaves, voids, roofs): SWMS. A JSA is not a legal substitute on high-risk construction work.

Is this JSA valid in NSW, VIC, QLD and WA?

You can generate for each state. NSW, QLD and WA cite the WHS Act/Regulation. Victoria cites the Occupational Health and Safety Act 2004 and Occupational Health and Safety Regulations 2017. There is still no prescribed JSA format — the state line is for honest citations, not a magic stamp.

How is this different from the Hawthorn painting example?

The blog JSA example is an occupied Victorian terrace in Hawthorn with possible lead. This page is a new-build townhouse in Coomera — plaster dust, other trades, water-based coatings, no lead story. Same trade, different job.

Check the official guidance

A SWMS sets out the high-risk construction activities, their hazards and the controls to use. Prepare it before the work starts, adapt it to the site and review it when the work or controls change. Consult the people doing the work. An AI draft or example needs review before use.

Model WHS guidance and Victorian requirements differ. Check the rules that apply to your workplace.
